Can foreigners living in Hungary vote in the upcoming local and EP elections?

The Hungarian Civil Liberties Union (HCLU or TASZ in Hungarian) has published a detailed guide for foreigners living in Hungary on their voting rights in the upcoming municipal and European Parliament elections set to be held on the same day, 9 June.
According to the Hungarian Central Statistical Office (KSH) the total number of foreigners living in Hungary in 2023 was well over 220 thousand. Of these, 144 102 were Europeans. 98 319 is another noteworthy number – this is how many foreigners were calling Budapest home at the time of the 2022 census.
The handy summary put together by the NGO’s legal team aims to inform those concerned about the following:
