Arte: Should Europe get tougher on young offenders?

As youth crime rises, some EU nations are considering lowering the age of criminal responsibility and jailing minors rather than sending them to juvenile detention facilities. But is a tough-on-crime approach effective, or does it simply mask deeper problems?
