For 25 years, the European Union’s water protection has rested on a single piece of legislation: the Water Framework Directive. But the rules are beginning to shift. The EC is now considering changes that would ease the way for industry. Environmental groups are raising the alarm, insisting that water must remain a resource unlike any other.
